At present, intelligent robots that are capable of producing self-awareness are advanced artificial intelligence, which are characterized by interactivity, autonomy and self-adaptability. The deep concern about the self-awareness of intelligent robots reflects the fear that intelligent robots are out of control. Especially for intelligent robots that might develop self-awareness. The fundamental way to eliminate technophobia is to involve the public in the technological governance of intelligent robots. On the one hand, public participation helps improve the social acceptance of intelligent robots. The more involved the public is in technology development and the more knowledgeable they are about the technical details, the more receptive they will be to self-aware intelligent robots. On the other hand, public participation helps to improve the accuracy of social risk assessment of intelligent robots. Appropriate public participation will make the identification of social risk factors of intelligent robots more comprehensive and accurate, and the preventive measures formulated accordingly will be more effective. In short, more public participation will help achieve the goal of improving artificial intelligence, which is also the original intention of putting forward human-machine integrated intelligence.
